And Marro, for my char, would it be ok if he was a Mandalore back in his time? Because a lot of Imperial Commandos were clones or were the current or past Mandalore.

Yes, I'm pretty sure they can, if it's uninhabited it's a automatic claim. If it's independent, then you must either buy them out, make a deal, or fight their army if they have one. Then if you get it, you may still need to face a rebellion.
